Zanzibar Launches New Digital System for Mobile Parking Payments

Zanzibar has introduced a new digital parking payment system that allows motorists to pay fees directly from their mobile phones — marking a major step toward improving efficiency, transparency, and convenience in public service delivery.

The initiative is a partnership between Mixx, a mobile financial services company, the Stone Town Conservation and Development Authority (STCDA), and Osaju Company Ltd. The three institutions have signed a memorandum of understanding (MoU) to implement the system within the Stone Town Conservation Area.

The digital payment model, which is now fully operational in key zones such as Darajani, Malindi, Forodhani, Vuga, and the Port area, aims to modernize how parking fees are collected across the historic town.

Under the new system, drivers can pay parking fees easily through the Mixx Super App, a USSD code, or by visiting authorized Osaju agents.

The platform eliminates the need for cash transactions, enabling real-time payment tracking and ensuring that all funds go directly to the STCDA, thereby minimizing revenue leakages and strengthening financial accountability.

Mixx’s Commercial Manager for Zanzibar, Mr. Salum Nassor Mohamed, said the innovation reflects the company’s mission to use technology to improve citizen services.

“Residents can now pay parking fees easily, safely, and transparently using their phones,” he said.
“This partnership marks a significant step towards strengthening government revenue systems and simplifying daily life for the people of Zanzibar.”

He explained that users can find theOsaju Parking Mini App within the Mixx Super App or visit the Osaju website for detailed instructions. Those without smartphones can still pay using USSD or through registered local agents.

STCDA Director General Mr. Ali Said Bakar said the project supports President Dr. Hussein Ali Mwinyi’s broader goal of promoting digital transformation across public institutions under Zanzibar’s Eighth Phase Government.

“This system provides a transparent and efficient way to manage parking revenues while allowing citizens to make payments anytime and anywhere,” Mr. Bakar said.

“Our partnership with Mixx and Osaju will help strengthen revenue collection and improve service delivery for all residents.”

Ms. Farida Said Uledi, Director of Osaju Company Ltd, described the launch as a major milestone in the journey toward a smart and digitally connected Zanzibar.

“Our goal is to set a new benchmark for smart and transparent public payment systems,” she said.
“By reducing cash handling and automating collections, we are transforming how parking services are managed across the city.”

The new system is expected to serve as a model for other regions in Tanzania, supporting the national drive to enhance efficiency, transparency, and accountability in public revenue management.

For residents and visitors in Stone Town, the initiative also means less hassle, shorter queues, and a more secure, cash-free parking experience — signaling a new era of digital governance and smart city management in Zanzibar.
