Uganda Tightens Control on Starlink Equipment Ahead of General Election

The Ugandan government has introduced new restrictions on the importation of Starlink satellite internet equipment, just weeks before the country’s general election scheduled for January 2026.

According to a report by Reuters, the restrictions became public after a leaked memo from the Uganda Revenue Authority (URA) dated December 19, 2025, circulated widely on social media. The memo instructed customs officials to stop clearing Starlink devices unless importers obtain special government and security approval.

Starlink is a satellite-based internet service owned by Elon Musk’s SpaceX, known for providing fast internet access in remote and underserved areas. In recent months, Starlink has attracted interest in Uganda, especially among businesses, rural communities, and political actors seeking reliable internet access.

The timing of the restrictions has drawn attention because they come shortly before the national elections. During Uganda’s previous elections, the government imposed internet shutdowns and social media restrictions, citing security concerns.

While the government has not issued a detailed public explanation for the latest move, officials say the measure is related to national security and regulation of sensitive communication equipment. Authorities argue that such controls are normal practice worldwide and are meant to prevent misuse of advanced communication technology.

President Yoweri Museveni, who has been in power for nearly four decades, is seeking another term. Campaign posters and political activity are already visible across the country as election preparations intensify.

The restrictions have raised concern among technology users and digital rights groups, who fear the move could limit access to information and communication during the election period. However, government officials insist the decision is administrative and not intended to interfere with political activities.

It remains unclear how long the restrictions will remain in place or whether Starlink will be allowed to fully operate in Uganda after the elections.
