Uganda Reviews Primary School Curriculum to Match New Lower Secondary System

The Ministry of Education and Sports has started reviewing Uganda’s Primary School Curriculum to make sure it aligns with the revised Lower Secondary Curriculum. The move is part of wider education reforms aimed at ensuring smooth learning progression for pupils as they move from primary to secondary school.

Education and Sports Minister Janet Kataha Museveni said the review offers an important opportunity to improve how learning outcomes in primary schools are monitored and assessed. She noted that for education reforms to succeed, what pupils learn in primary school must properly prepare them for the skills-based lower secondary system.

According to the ministry, the current review will examine subject content, teaching methods, and assessment approaches to ensure consistency across education levels. The goal is to reduce gaps that learners often face when transitioning from Primary Seven to Senior One.

The revised Lower Secondary Curriculum, which focuses on practical skills, critical thinking, and learner-centred education, has already been rolled out. However, education officials say primary education must also reflect these changes to avoid confusion and learning difficulties for students.

The ministry is also expected to consult key stakeholders, including teachers, curriculum experts, school administrators, and education partners, before finalising the revised primary curriculum. Teacher training and updated learning materials will be rolled out once the review process is complete.

The review comes at a time when recent Primary Leaving Examination (PLE) results have shown improved overall performance, though challenges such as regional disparities and gender gaps remain.

Education officials say aligning the two curricula will help improve learning quality, strengthen foundational skills, and better prepare Ugandan learners for further education, work, and life skills in a changing economy.
