The government of Rwanda has signed a three-year partnership with American artificial intelligence company Anthropic to introduce advanced AI tools into the country’s healthcare, education and government services.
The agreement, announced on March 5, 2026, was formalized through a Memorandum of Understanding (MoU). It marks the first time Anthropic has entered into a broad, multi-sector partnership with an African government.
Using AI to Improve Healthcare
Under the partnership, Rwanda plans to use artificial intelligence to strengthen national health programs and improve medical decision-making. Anthropic will work closely with the Ministry of Health Rwanda to analyze health data and develop digital tools that help doctors and health workers make faster and more accurate decisions.
The technology is expected to support key national health goals, including eliminating cervical cancer and reducing cases of malaria and maternal deaths.
Access to AI Technology for Government Developers
As part of the deal, Rwandan government software developers will gain access to Anthropic’s AI system called Claude. The platform is designed to help users write, analyze information and build digital tools.
Developers will receive training and technical support to ensure they can safely integrate AI into government systems and public services.
The collaboration will also focus on building local skills so that Rwanda can manage and expand its AI systems independently in the future.
Expanding AI Education in Schools
The new partnership builds on an earlier program launched in November 2025 through the technology training organization ALX.
Through that initiative, about 2,000 teachers in Rwanda already have access to a premium version of the Claude AI platform. The new agreement will strengthen training for teachers and public servants and support the rollout of an AI learning assistant for students in eight African countries.
Rwanda’s Growing Digital Ambitions
Rwanda’s Minister of ICT and Innovation, Paula Ingabire, described the partnership as a major step in the country’s digital transformation strategy.
She said the government aims to develop AI solutions that can strengthen education, improve healthcare services and enhance government operations while adapting the technology to Rwanda’s local context.
Anthropic’s Head of Beneficial Deployments, Elizabeth Kelly, said the company will prioritize training and technical support to ensure the technology benefits ordinary citizens, including teachers, health workers and public servants.
Strengthening Rwanda’s Tech Leadership
In recent years, Rwanda has positioned itself as one of Africa’s leading technology hubs by investing heavily in digital infrastructure, innovation programs and technology education.
This new AI partnership is expected to accelerate that progress while improving essential services and building long-term digital capacity across the country.
