Ruto Calls Emergency EAC Summit Over $89 Million Budget Shortfall

William Ruto, President of Kenya and current Chairperson of the East African Community (EAC), has called for an emergency summit of regional leaders following a critical $89 million funding shortfall that threatens to cripple the bloc’s operations.

The urgent appeal comes amid mounting concerns that the budget gap could paralyse key EAC institutions and programmes, undermining regional integration efforts and delaying strategic projects across member states.

Mounting Financial Pressure

According to regional officials, delayed or unmet financial contributions from partner states have created a severe liquidity crisis within the Arusha-based secretariat. The shortfall has reportedly affected operational budgets, staff obligations and the implementation of development initiatives central to the Community’s mandate.

Analysts warn that without immediate intervention, the financial strain could disrupt ongoing programmes in trade facilitation, infrastructure development, peace and security coordination, and the implementation of the East African Common Market Protocol.

Call for Collective Responsibility

As Chairperson of the bloc, President Ruto is expected to push for renewed commitment from member states to meet their financial obligations and explore sustainable funding mechanisms to stabilise the Community’s finances.

The EAC, which brings together Kenya, Tanzania, Uganda, Rwanda, Burundi, South Sudan, and the Democratic Republic of Congo, has in recent years expanded its integration agenda, including plans for monetary union and deeper political federation. However, persistent funding constraints have periodically exposed structural weaknesses in the bloc’s financial model.

Broader Implications for Regional Integration

Observers say the current crisis highlights deeper governance and coordination challenges within the Community. If not addressed swiftly, the funding gap could erode investor confidence and stall progress on flagship cross-border projects.

The proposed emergency summit is expected to provide a platform for frank discussions on financial sustainability, institutional reforms and renewed political commitment to the regional integration agenda.
