President Yoweri Kaguta Museveni has proposed the creation of a new law that would allow citizens to recall elected leaders who fail to deliver services before the end of their five-year term.
Speaking at a campaign rally in Mpigi District, President Museveni said the proposed “right to recall” law would give voters the power to remove non-performing leaders from office if they do not meet expectations.
He explained that such a provision existed during the time of the National Resistance Council (NRC) and could be reinstated through a constitutional amendment.
The President, who is also the National Resistance Movement (NRM) presidential flag bearer for the 2026 general elections, said the proposal followed complaints that some opposition leaders in Mpigi often abandon their duties after being elected.
“You elect leaders, but when they get into office, they forget about you. Instead of waiting five years, citizens should have the power to recall them if they fail to deliver,” Museveni said.
He added that even before the law is enacted, citizens already have the right to report leaders who do not perform their duties. He warned that action would be taken against leaders found guilty of negligence.
Museveni also blamed voters for electing what he called “ideologically confused” opposition politicians who, according to him, fail to provide services to the people.
During the rally, the President made several development pledges for Mpigi District. These included plans to establish a district general hospital, set up a ferry for Buyiga Islanders, construct a public market, and create a presidential industrial skilling hub to train youth in Mpigi and Greater Luwero.
He also urged residents to use existing land laws to protect their land rights and promised to fast-track compensation for landlords.
First Lady and Minister of Education and Sports, Maama Janet Museveni, encouraged residents to turn the large rally attendance into votes for the NRM on polling day. She said opposition politics in the area had slowed down service delivery.
Speaker of Parliament and NRM Second National Vice Chairperson, Rt. Hon. Anita Among, highlighted development achievements by the NRM government in Mpigi. Meanwhile, NRM Central Region Vice Chairperson, Hon. Haruna Kasolo, asked voters to support NRM candidates at all levels to improve development and service delivery in the district.
The President said he would continue engaging with local leaders and youth in Mpigi to discuss governance and accountability ahead of the 2026 elections.
