Kwania, Northern Uganda —President Yoweri Museveni has told the people of Lango sub-region to rally behind the National Resistance Movement (NRM) in the upcoming 2026 elections, promising to use Uganda’s oil money to build roads, expand infrastructure, and lift households out of poverty.
Speaking at a campaign rally in Aduku Town Council, Kwania District, Museveni — who has been in power since 1986 — said Uganda’s oil production, set to begin in 2026, will bring in an additional $2 billion annually.
He pledged that these funds would be used for roads, railways, electricity, and education projects.
The President promised to upgrade several key roads in Lango, including routes connecting Apoi, Apala, Adwari, Baralegi, and the Dokolo–Namasale road. He emphasized that better transport links would increase productivity and market access for farmers.
He also highlighted the government’s Parish Development Model (PDM), citing a success story of farmer Joel Okello from Amolatar, who reportedly earns UGX 280 million annually thanks to government support.
Under the PDM, each parish receives UGX 100 million per year to support local savings and credit cooperatives. Museveni stressed that these funds would remain at the parish level instead of being returned to central government.
Beyond PDM, Museveni announced new targeted programs, including a special SACCO for fishermen, financial support for clergy and Muslim leaders, and a cattle restocking project that will give five cows to every homestead in northern Uganda.
“It is a big project, but I have already instructed the government to plan for it,” he said, adding that livestock distribution would cover Lango, Teso, and Acholi sub-regions.
Museveni also noted that since 2021, the government has paid out UGX 139.49 billion in compensation to war claimants in Acholi, Lango, and Teso, as part of a planned UGX 200 billion post-conflict recovery program.
Addressing thousands under the campaign theme “Protecting the Gains, Making a Qualitative Leap into High Middle-Income Status,” Museveni appealed to the people of Lango to back the NRM.
“I appeal to you to support the NRM and the old man with the hat so that we continue with this work and do more,” he said, stressing that the ruling party’s mission since the 1960s has been to “help Ugandans chase poverty from their homes through productive enterprises.”
The President was accompanied by NRM Central Executive Committee members, MPs, and local leaders. He is expected to continue his campaign across northern Uganda, focusing on infrastructure, agriculture, and household incomes as the core of his re-election message.
