President Yoweri Museveni has admitted that the Parish Development Model (PDM) has mostly benefited rural communities and left out urban youth.
During a recent visit to Bwaise, a densely populated area in Kampala, President Museveni announced a new plan to invest Shs1 billion in each urban ghetto structure to support youth-led businesses.
According to the source within Bwaise revealed that, the President made the pledge after seeing innovative projects by youth under the Ghetto Structure Initiative, including water supply, fuel vending, and beauty product sales many of which were started with just Shs 500,000 through SACCOs.
The source reported the President saying, “These urban youth are organized and capable, and they deserve the same level of support as those in rural areas.”
The source noted that the President said this funding significantly higher than the Shs 100 million allocated per parish under PDM will be provided directly from the national budget, bypassing delays caused by local bureaucracy.
Additionally, the President also promised to increase loan limits, simplify access to the funds, and support arts and talent development.
President Museveni encouraged the youth to support the National Resistance Movement (NRM) in the 2026 elections, assuring them that the party now understands their needs. If implemented, this initiative could transform ghettos into centers of economic growth and innovation.
