President Yoweri Kaguta Museveni has concluded his nationwide Parish Development Model (PDM) assessment tour with a major announcement of new measures aimed at accelerating socio-economic transformation in Kampala City.
The president made the declarations while addressing journalists at State Lodge Nakasero and later during a public rally at Kololo Independence Grounds in Sunday, 20th July, 2025.
Museveni scaled up the audit for PDM funds beyond Kawempe Division to cover all five divisions of Kampala City and announced an increase in PDM funding from Shs100 million to Shs300 million per parish to cater for the high number of urban beneficiaries.
This decision follows claims of underreporting by some PDM committees regarding fund utilization.
The president directed newly elected NRM flag bearers in Kampala to lead the audit process, assisted by a presidential auditor.
Regaridng Land reform in Buganda region, the president revealed that government is fast-tracking the compensation of original Mailo landowners, especially in Buganda, to transfer land rights to tenants. He attributed Uganda’s long-standing land conflicts to colonial-era injustices and pledged a win-win solution where both landlords and tenants benefit.
Museveni emphasized that tenants should not be excluded from the PDM program.
He encouraged them to find alternative tenancy options and affirmed that having a National ID should be sufficient to access PDM funds. He ordered the inclusion of street vendors and micro-business owners as eligible beneficiaries.
Museveni expressed satisfaction with the overall performance of the PDM over the past three years.
He noted that the initiative has outperformed previous socio-economic empowerment programs and has helped many Ugandans transition from subsistence farming to commercial enterprises.
At the Kololo rally, he shared success stories of beneficiaries who have significantly improved their household income and livelihoods.
The president made several major declarations during the Kololo rally including plans to increase of Emyooga and Ghetto Structure Support Funds, expansion of youth development initiatives and directed the National Water and Sewerage Corporation to reduce the cost of public prepaid water in Kampala from Shs200 to Shs25 per jerrycan and increase the number of public water points beyond the current 4,000.
He further directed the Ministry of Health to adjust Kiruddu and Kawempe hospitals from national referral units to district hospitals to decentralize healthcare services.
Museveni urged Kampala residents to explore viable job creation sectors including agriculture, services, and artisan trades.
He also stressed the importance of regional market integration as a pathway to sustainable employment and national economic growth.
Vice President Jesca Alupo praised the PDM assessment tour, saying it has sparked grassroots transformation, reinforced unity, and revived local economies.
She noted that the initiative is bridging the gap between the government and citizens in practical socioeconomic development.
President Museveni concluded with a firm commitment to ensure every household is involved in a wealth creation initiative, reiterating the NRM’s priorities of peace, development, jobs, and improved service.
