KENYA: EPRA Keeps Fuel Prices Steady in December Review Despite Changes in Import Costs

The Energy and Petroleum Regulatory Authority (EPRA) has announced that the prices of super petrol, diesel, and kerosene will remain unchanged in its December 2025 fuel price review, offering relief to consumers amid fluctuating global oil markets.

According to EPRA, motorists in Nairobi will continue to pay Ksh.184.52 per litre for super petrol, Ksh.171.47 for diesel, and Ksh.154.78 for kerosene. In Mombasa, fuel prices will also remain the same, with super petrol retailing at Ksh.181.24 per litre, diesel at Ksh.168.19, and kerosene at Ksh.151.49.

EPRA stated that the prices include the 16 percent Value Added Tax (VAT), in line with the Finance Act 2023, the Tax Laws (Amendment) Act 2024, and revised excise duty rates adjusted for inflation under Legal Notice No. 194 of 2020.

The regulator explained that fuel price controls are meant to cap the retail prices of petroleum products already in the country, ensuring that consumers are protected from unreasonable price increases while allowing fair returns for oil marketers.

Despite the decision to keep pump prices unchanged, EPRA noted mixed movements in the average landed cost of imported petroleum products. The landed cost of super petrol fell by 4.25 percent, from US$619.14 per cubic metre in October 2025 to US$592.84 per cubic metre in November.

In contrast, the landed cost of diesel increased by 3.02 percent, rising from US$635.05 per cubic metre to US$654.24 per cubic metre over the same period. Kerosene recorded the highest increase, with its average landed cost going up by 5.52 percent, from US$632.16 per cubic metre in October to US$667.05 per cubic metre in November 2025.

EPRA’s decision to maintain current prices reflects efforts to balance global price changes, tax obligations, and consumer protection.

The authority said it will continue to closely monitor international oil markets and other cost factors to ensure stability in fuel prices while safeguarding the interests of Kenyan consumers.
