Uganda Announces EALA By-Elections Following Parliamentary Changes

Uganda has set the stage for new representation in the East African Legislative Assembly (EALA) after confirming dates for upcoming by-elections. The move comes amid ongoing discussions around funding reforms within the regional legislative body.

The vacancies arose after the January 15, 2026 general elections, when two sitting EALA representatives—Dennis Namara and James Kakooza Mutagubya—successfully contested and secured seats in the Parliament of Uganda. Their transition to national legislative roles left open positions that now require replacement.

Officials say the by-elections are a necessary step to ensure Uganda maintains full representation in EALA, which plays a key role in shaping policies and laws for the East African Community.

The process is being overseen by parliamentary authorities, including the Clerk to Parliament, Adolf Mwesige Kasaija, as preparations get underway to fill the vacancies.

The timing of the by-elections also coincides with broader conversations about reforms to EALA’s funding structure—an issue that has drawn attention across member states. While details of the reforms remain under discussion, the developments highlight a period of transition within the regional assembly.

As Uganda moves forward with the electoral process, the outcome will help determine its continued influence in regional decision-making and integration efforts within East Africa.
