UGANDA: NEMA Uncovers Major Environmental Violations at Oil Buster Industry Ltd, Two Arrested

The National Environment Management Authority (NEMA) has uncovered serious environmental violations at Oil Buster Industry Ltd, a used oil refining facility in Bumbajja village, Mukono district.

Following tip-offs from local communities and media reports, NEMA launched a swift inspection, leading to the arrest of two individuals to aid ongoing investigations.

In a statement released on Wednesday, July 23, 2025, NEMA revealed several potential violations of environmental standards.

“These included improper handling and disposal of oil waste, multiple oil spills within the facility’s premises, and the absence of a functioning effluent treatment system ” the statement read.

Investigations show alarming evidence suggesting that oil waste was dumped and burnt on privately owned land about one kilometre from the site, raising concerns about harmful effects on nearby communities and ecosystems.

NEMA emphasized that the current inspection is part of a broader fact-finding process aimed at determining the full environmental impact and identifying appropriate regulatory measures.

However, NEMA further reassured the public of its dedication to enforcing environmental laws and ensuring all industrial operations comply with approved standards to protect public health and the environment.

NEMA continues to investigate the scope of the damage and will take enforcement actions as necessary.

The authority urged all industrial operators to adhere strictly to environmental regulations to avoid legal penalties and protect Uganda’s natural heritage.

The legal framework and penalties under the National Environment Act (NEA), Cap. 181, polluters bear responsibility for environmental harm and can face fines ranging from UGX 3 million to UGX 6 billion, or imprisonment, depending on the severity of the violations.
