Luwero, Uganda – President Yoweri Kaguta Museveni has commissioned two major industrial projects in Luwero District, strengthening Uganda’s drive for agro-industrialisation, value addition, clean energy, and job creation.
On December 30, the President officially opened a USD 100 million (about Shs 380 billion) ethanol and extra-neutral alcohol (ENA) manufacturing plant owned by PRO Industries Pte Limited in Ndibulungi Village. The factory is the largest of its kind in East Africa, producing 120,000 litres of ENA and 35,000 litres of ethanol every day.
Managing Director Ridhi Always said the company works with more than 2,000 local maize farmers, providing them with a steady market and improving household incomes. The plant supports Uganda’s plan to begin mandatory ethanol blending in fuel from January 2026, in line with the Biofuels Act of 2020. This move is expected to reduce Uganda’s USD 2 billion annual petroleum import bill while promoting cleaner and cheaper energy.
President Museveni praised the investment, saying it creates jobs, supports farmers, and lowers production costs through local value addition. He emphasized that industrialisation is key to improving workers’ welfare and growing the economy.
The President later commissioned Victoria Sugar Limited, another major agro-processing investment in Luwero. The sugar company employs over 8,000 workers and supports more than 9,000 livelihoods through its outgrower farmers. It has invested over USD 150 million and has paid Shs 225 billion in taxes since 2018.
Victoria Sugar also produces 15 megawatts of renewable electricity, supplying 10 megawatts to the national grid, helping Uganda expand clean and affordable power.
President Museveni encouraged investors to continue expanding production and called for reduced costs of electricity, transport, and water to make Ugandan products more competitive locally and internationally.
With the two facilities now fully operational, the government says Uganda is making steady progress toward industrial growth, energy independence, and sustainable job creation.
